The 15 November 2011 deadline for implementing the new Bureau of Safety and Environmental Enforcement (BSEE) SEMS regulations has come and gone.

While SEMS clearly states that operators will be held accountable for complying with this new regulation, it is understood that operators cannot do this alone. Contractors, defined in SEMS as “anyone performing work for the lessee,” must also be aware of the regulation and be prepared to support operator efforts.

IADC staff have been actively working with an Offshore Operators Committee (OOC) task force, in cooperation with the Center for Offshore Safety (COS), to develop readiness/implementation tools that operators and contractors may use in their efforts to comply with SEMS.
