14 September 2011 BOEMRE Notice of Proposed Rulemaking with comments due on 14 November 2011. This rulemaking proposes to amend BOEMRE regulations to require operators to develop and implement additional provisions in their Safety and Environmental Management Systems (SEMS) programs for oil, gas, and sulphur operations in the Outer Continental Shelf (OCS). These pertain to developing and implementing stop work authority and ultimate work authority, requiring employee participation in the development and implementation of SEMS programs, and establishing requirements for reporting unsafe working conditions. In addition, this proposed rule requires independent third parties to conduct audits of operators’ SEMS programs and establishes further requirements relating to conducting job safety analysis for activities identified in an operator’s SEMS program.

Final NPDES Permit for New and Existing Sources and New Dischargers in the Offshore Subcategory of the Oil and Gas Extraction Category for the Western Portion of the Outer Continental Shelf of the Gulf of Mexico (GMG290000).This permit, effective 1 October 2007, requires that the owners of MODUs for which construction was commenced after 17 July 2006 and which have a design cooling water intake capacity of greater than 2 million gallons of water per day (of which at least 25% is used for cooling purposes) apply for coverage under the permit in order to demonstrate compliance with Subpart N to 40 CFR part 125. The application must be accompanied by design and construction plans and a description of operational measures that will be employed to attain compliance. |
