Earning the trust of the public and, therefore, government, requires continual effort from the E&P industry. Issues of public and government trust have become more critical since the 2010 Macondo blowout. Further, onshore developments of unconventional resources have raised questions about the safety of hydraulic fracturing and water usage. The issue before the panel is how industry can regulate itself sustainably in the new era and win the trust of public and regulators. Further, how have industry and government reacted following Macondo? This authoritative panel will tackle these questions from the perspectives of regulator and operator, including a case history justifying a permit for Shell’s 2011-2012 drilling campaign at its Brutus TLP. Finally, IADC will discuss industry’s development of the SEMS Toolkit, designed to facilitate compliance with new US Safety & Environmental Management Systems rules.

Attaining and Maintaining Technical Competence & Compliance – A Service Company’s Perspective & Experience across Africa: Iain Sivers, Africa Region OCS Compliance Manager, Jon Ruszka, Jamie Stewart, Baker Hughes Incorporated
Consisting of over 50 sovereign states and covering an area more than three times that of North America, the African continent is vast and diverse. Drilling activity across Africa continues to ramp up as fields are developed and exploration activities deliver a stream of notable successes. In some areas, E&P activities have been on-going for many years and have built a highly skilled local workforce managing drilling operations supported by mature infrastructure. Conversely, many of the new discoveries are in countries which have limited experience of our industry. From a technology perspective, the latest in drilling technology is frequently required. Continuously delivering operations in the range of environments across Africa to acceptable standards poses challenges. These will be discussed along with how a service company invests to build competence. The objective of this is to consistently comply with local and global operating standards for sustainable performance improvement.

This presentation proposes a definition for “green” in the oilfield, exploring examples of how the definition applies in terms of practices and equipment. The blueprint of this low-footprint rig will couple intelligent technology with process improvements to demonstrate a sustainable approach to handling natural resources. Integrating improved environmental performance into rig design, thereby making it part of the functioning drilling system, has measurable economic benefits. The flexibility to operate in highly-regulated zones with precise drilling machines will influence contractors, operators, and manufacturers alike.
Competency Assessment for Offshore Industries: Teril Smith, President, ModuSpec USA, Inc., Ian Hamilton, Human Engineering
Guaranteeing skilled and knowledgeable personnel goes beyond training. Organizations typically resolve such issues using blanket training programs; however, training is not competency management, it is one part of it. Plus training is particularly ineffective for developing skills that the individuals cannot practice (i.e. future roles). This presentation will outline how ModuSpec together with Human Engineering resolved such a problem for an offshore drilling client by combining technical evaluations with psychometric testing, observations and behaviorally anchored rating scales to assess the competence of their employee with the specific purpose of developing plans to support individual development.
Directional Liner Drilling with a Multi-Set Liner Hanger and Rotary Steerable System: Mike Moffitt, Product Line Champion – Line Drilling, Erik Erikson, Moji Karimi, Tesco Corporation
Drilling with liners has long been recognized by the oilfield industry as a potential solution to non-productive time. This NPT is typically caused when drilling in unstable formations where hole sloughing or shifting between the time it is drilled and cased-off may result in costly installation issues, sidetracking, or hole loss. By installing the liner across the open hole as it is drilled, mitigation of these issues can be achieved while simultaneously creating a passageway for the safe removal of the BHA. By using the system shown in this presentation, this may be achieved without sacrificing highly desired real-time directional control or data acquisition. This paper addresses the testing of a directional liner drilling system that allows the simultaneous drilling of the formation and installation of the liner across the open hole.
A New High Strength Drill Pipe Maximizing Safety and Performance in Low Temperature Environment: Kamal El Bachiri, Technical Marketing Manager Middle East,Philippe Machecourt, VAM Drilling, Sebastien Mauries, Vallourec
Low temperature refers to a well environment where the temperatures are under -20°C. This environment is known for brittle failures on standard steel grades. The steel becomes brittle at low temperature or at very high strain rates. This paper presents the appropriate steel chemistries and manufacturing controlled processes required to meet safe operating industry standards and performance-driven drilling practices in low temperature environments. This includes a range of parameters to be considered by managers and drilling engineers involved with specifications when planning wells and designing drilling products for low temperature environments.
