Lifting and mechanical handling are routine operations performed daily on both offshore and onshore drilling units. Without effective management control, these activities possess the potential to inflict significant harm and damage. The IADC Lifting & Mechanical Handling Conference & Exhibition demonstrates that the inherent systems of management control, training and equipment design have benefited from past experience. That improvement is a continuous learning process of open dialogue and a willingness to share best practices. The conference will be held 18-19 July at the Hilton Lafayette Hotel in Lafayette, Louisiana.

10:45 am Personnel Handling – What Do You Consider? Paul Liberato, President/CEO, Billy Pugh Company, Inc.
Procedures and practices for offshore personnel transfer, including determination of safe operating envelopes for transfer operations will be presented. The “human factor” will be incorporated into the equation for safe offshore lifting of personnel as well.
11:15 am API Spec 2C Update: J. Randy Long, P.E., Vice President, Stress Engineering Services, Inc.
API 2C establishes requirements for design, construction, and testing of new offshore pedestal-mounted Cranes. It is referenced by both BSEE and USCG regulations; thus, it is important to understand the nature of any amendments made to 2C. This presentation will provide an overview of the changes from the standard’s 6th edition to the new 7th edition, including: Gross overload/supply boat entanglement, duty cycle considerations, and wire rope and structural design factors.
11:45 am Managing Risk Through Personnel Certification: Graham Brent, Executive Director, National Commission for the Certification of Crane Operators (NCCCO)
An outline of how training and professional certification of personnel working with, and around, cranes can mitigate the risks involved in lifting and rigging operations. With specific reference to the successful reduction in accidents already experienced in construction environments, the presenter will propose that current and future programs can be equally effective in both onshore and offshore drilling operations.

3:30 pm Improving Reliability of Lifting Equipment– Lessons Learned from the Surface Mining Industry: David Beard, Business Development Manager, Applied Ultrasonics
Details of case studies of an innovative methodology to repair cracks on surface mining draglines will be examined. Draglines are a primary piece of lifting and handling equipment in the mining industry with close parallels in design, operation, and service life to equipment in the oil and gas industry. The case studies demonstrate how this new repair methodology has extended mean time between failures from months to years.

As offshore operations move into deeper water and payloads become larger, the need to remove as much weight as possible from the load envelope becomes critical. One area for weight savings is in the rigging itself. It has been proven on many projects that the use of light weight, high performance fiber rope slings can achieve weight savings and improve safety in handling. This paper will address key projects that have taken advantage of high performance fiber rope technology. Topics include proper usage, fabrication methods, length tolerances, inspection, repair, and retirement of high performance fiber rope slings in engineered lifts.

A dramatic multi-media presentation that looks at risk tolerance by challenging the audience to observe a day in the life of an average offshore worker while considering all the opportunities to do something different. By looking at how we might plan differently, how we might intervene and change at-risk behaviors and potential situations, we also see the possible outcomes of this remarkable scenario.

An update on the progress of API RP 2D “Operation and Maintenance of Offshore Cranes 7th Edition” by the Co-Chair of the API Committee that is developing this document. The presentation will inform conference attendees on the current status of the 7th edition. A portion of this presentation (background information) was presented at the 2011 API Lifting Conference. However this presentation will include the current status of the document.

The definition for Rigger, Crane Operator and Inspector will change so that training information is removed from the definition. The Qualifications of Rigger, Crane Operator and Inspector reflect responsibilities of personnel and crane owners. A Detailed description of Rigger, Crane Operator and Inspector Training material will encompass classroom training content, standard practical exercises, and testing requirements for each listed above.

10:15 am Lift Plans/JSA – Best Practices
Safe lifting operations start with a lifting plan. The lifting operations must be carefully planned so that foreseeable risks have been accounted for and relevant controls put into place. In addition to the lifting plan, all personnel involved in the lift should participate in a JSA specific to the particular lift.

1:15 pm Overhead Crane and Hoist Applications and Safety: Peter Cooke, Training Manager, Columbus McKinnon
Do you know how to select, inspect and properly use overhead cranes and hoists? This presentation will focus on crane and hoist identification. Recognize which regulations apply to your equipment, OSHA and ASME, inspection and testing requirements and specific hoist safety tips every rigger or operator should know. Additionally, a variety of case studies will be presented.
1:45 pm Safer Offshore Crane Operations – The Boat Operators’ View: Richard Wells, Vice President, Offshore Marine Service Association (OMSA)
Supply vessel personnel are exposed to hazards specific to the vessel. All cargo traveling to an offshore facility must be handled twice by the vessel crew, at the dock then again at the offshore destination. In addition there is limited space for the deck crew to land loads and organization of the loads at the dock is critical. Once offshore there are other hazards such as vessel movement, swinging loads and wet surfaces. This presentation will address these issues and provide suggestions on making the transport and lifting process safer.

Safe cargo transport and lifting operations begin with utilizing the proper cargo containers and below the hook appliances. Safe lifting guidelines begin with uniform guidelines for ‘below the hook’ engineered designs and fabrication parameters established by Professional Engineers, consistent adherence criteria for construction and testing methods, safety and maintenance certifications for the life of the Cargo Container Units.
