IADC Offshore Members:

Interested stakeholders are requested to attend an IADC hosted meeting to establish a contractor member consensus for submission of IADC comments in response to the recent balloting of API RP75. The meeting will convene at 8:30 am on 1 May 2019 at IADC’s office located at 3657 Briarpark Dr. Houston, TX 77042.

On 12 April 2019, API announced the formal balloting process (API Ballot ID #4805) to approve the fourth edition of API Recommended Practice 75, Safety and Environmental Management System for Offshore Operations and Assets. Balloting will be open to submit comments through 31 May 2019.

As many contractor stakeholders may already know, this revision was undertaken to provide for the following enhancements to the existing RP 75:

  • Providing for more deliberate consideration of risk identification and management via performance driven expectations

  • Global Applicability

  • Relevant to all – expands applicability to include operators, contractors, and others performing work offshore

  • Full scope of operations –  expands applicability to ALL offshore operations.

  • Human performance – enhances the previous edition’s  general consideration of human factors by integrating more detailed human performance expectations

  • Structure and consistent expectations – standardizing the format for all elements that provide clear and consistent expectations.

This revision effort has received particular attention from regulators among a variety of other offshore industry interests. It is clear that BSEE will incorporate this revision into 30 Code of Federal Regulations Part 250; Subpart S after it takes its final form. The Coast Guard may also be interested to leverage a more inclusive API RP to the benefit of a future safety management rulemaking since this revision is intended to address the full scope of all offshore operations.

Contractor stakeholders are strongly encouraged to take full account of these forthcoming changes and participate in this upcoming meeting. The draft RP with changes identified is included in this notice for your review. Please come prepared to discuss your concerns and observations.
