Training,
Technology and Sound Operations – Achieving Crane Safety at the End of the Day
At the end of the
day, every worker has a right to return home in the same good health as he
arrived on the rig. IADC and its members are committed to achieving a state of
zero incidents to make this goal a reality. Crane operations hold particular
potential for harm, as incidents in numerous industries have unfortunately
demonstrated. The tools at our disposal to preserve human safety are the
triumvirate of training, technology and sound operations. The 2010 IADC Lifting
and Mechanical Conference will drive home this message of “Training, Technology
and Sound Operations: Achieving Crane Safety at the End of the Day”. The
conference will convene 13-14 July at the Omni Houston Hotel Westside.

This recently formed
committee evaluated and analyzed lifting incidents on the US Outer Continental
Shelf (OCS) and has
several initiatives aimed at reducing lifting incidents. These recommendations
from the API Safe Lifting Committee will be reviewed and discussed.

Offshore Lifting Accidents: BOEMRE Perspectives, Examples and Issues:

MMS will offer participants an
overview of lifting activities on the OCS. In 2009, approximately 225 incidents
were reported to the MMS which is an increase from previous years. For the past
five years (2005-2009), 17-percent of all fatalities and 16-percent of all
injuries have been attributable to lifting. MMS would like to communicate any
issues with lifting safety to reduce the number of OCS lifting incidents for
years to come.
Global Standardization of Regulations of Slings,
Fabricators, Drilling Contractors, Operators, Governments and World Peace:

Standards, jurisdictions, operator/customer
requirements, and governmental statutory requirements vary from land based USA,
to the North Sea, to GOM, and beyond. Fabricators and suppliers of rigging gear
are asked frequently to help and insure that drilling contractors meet local and
international standards for slings. A look at the common ground as well as the
fiefdoms that exist in the Global environment for lifting gear will be
presented. Although world peace regarding this issue is difficult to achieve,
detente maybe closer than we think.

Crane accidents and incidents that have been
compiled over years to teach the crane mechanics, operators, riggers, and
managers over cranes what to look for as well as what can happen when the
regulations and or policies are broken will be examined. Approximately 30 slides
depict Crane Accidents, Cable Failures, Corrosion Issues, and Safety System
overrides that have caused crane accidents and incidents.

To date, simulator-based training for crane
operations has focused primarily on training the crane operator alone. However,
offshore heavy lift operations is a team effort. Simulator-based training in
both aircraft and defense has long embraced team-based learning. Everyone on the
job must be trained together since they must work together as a cohesive team if
the job is to be done efficiently and safely. A novel approach to team-based
training using a combination of simulator and e-learning technology will be
presented. This allows for the operator, banksman and slinger to work together
on a simulated training exercise while each performing their individual jobs.

RFID: A Robust Technology to Improve Crane & Rigging Safety: Chris Gelowitz,

InfoChip Systems Inc. will present how RFID is
utilized by each party in the lifting asset’s lifecycle to improve safety and
drive operational efficiency. RFID and associated technology includes small,
durable RFID chips, mobile computers and a shared online database. Our scenario
will follow the life of a lifting component from manufacturing, through testing,
distribution, receipt, relocation, inspection, repair and eventual retirement.
The presentation (upon approval) will include actual product usage and specific
organizations including The Crosby Group, Bishop Lifting Products and various
end-users in the offshore energy sector.
Improving Job Safety Assessments: Is it Detailed
Planning or Assumptions and Good Intentions?:

This high energy presentation
will show how risk assessment in JSA execution can be raised to a higher level.
Providing unbiased evaluations of JSA planning, briefing and execution by
TOPGUN trained instructors show that hazard and risk discussions are many times
based on assumptions and good intentions, vs. deliberate action. Substantial
improvements in execution of these processes can be achieved by changing the JSA
culture. The data presented is from combat experience and over 4 years of
practical application of “Objective-Based-Planning” and “Plan-Based-Execution”
to improve drilling industry performance, safety and leadership globally.

NCCCO was formed in January 1995 as a non-profit
organization to develop effective performance standards for safe crane operation
to assist all segments of general industry and construction. By providing a
thorough, independent assessment of knowledge and skills, NCCCO aims to enhance
lifting equipment safety, reduce workplace risk, improve performance records,
stimulate training, and give due recognition to the professionals who work in,
with and around cranes.
