The global drilling industry progresses steadily toward a culture where HSE awareness stands paramount, where workers are empowered to prevent unsafe acts, even if lines of command are crossed, and where the holy grail of zero incidents can become a reality. It takes leadership to build and sustain a successful HSE culture, and strong workforce participation. IADC Drilling HSE Europe 2010 will explore these twin pillars for HSE excellence, and how to nurture leadership and engagement throughout our global industry.

Internal Compliance
Lisbeth Norup Frømling, Maersk Drilling

A severe number of safety incidents are happening due to people not following own procedures; either because people have not understood the procedure or because they make a choice to overrule the procedure. To make sure procedures are followed it is necessary to work hard on improving our management systems and our safety culture in parallel. Systems, Training, Audits, Leadership and Accountability are important parts of making internal compliance successful and hereby improve safety performance.

Iqbal Hussain, Ayad Al-Kandari, Mohannad Al-Mohailan, Saleh Muqeem, Mohammed Khaled Saleh, Ashis Gohain, Khaled Al-Hindi, Kuwait Oil Company

Kuwait Oil Company has planned for a massive expansion of its drilling activities. This growth is part of the strategic goal and long term policy for Kuwait to lift its production capacity despite global and economic challenges. To fulfil its greater objective of enhanced production, a plan was formulated to enhance its rig fleet. A massive expansion has been planned in terms of increase in number of rigs deployed. In figures, this reads as a total growth rate of 80% in just two years. To achieve such phenomenal growth in such a short time, requires extra-ordinary planning in terms of HSE and manpower. KOC has proved itself by scripting this success story in such a short time.

Practical Safety Case Development
Neil Holland, Neil Smeaton, Marex Marine & Safety

Safety Cases can be large complicated documents which have masses of detail, some of which may be irrelevant. Normally included in the Safety Case are such things as Quantitative Risk Assessments (QRA), which mainly only risk practitioners understand and are of little value to your average rig worker. IADC has done a lot of good work developing guidelines for producing Safety Cases that would be accepted by legislators worldwide. This presentation briefly examines the IADC guidelines and identifies how Safety Cases could perhaps be put in a more practical format, therefore providing a document of greater value to the workforce and their employers, while addressing all legislative requirements.

Safety Leadership through Effective QHSSE Management Reviews
Derek Hibbard, Jorge Vazquez, Weatherford International

Within the Drilling Hazard Mitigation group at Weatherford International, a systematic approach to the QHSSE review process has been undertaken through the implementation of Service Quality Committee's/Teams, aimed at maintaining primary focus on two core elements: communication and accountability. Without one, you cannot have the other. The benefits and efficiency improvements through the implementation of a targeted and systematic approach to QHSSE management review are illustrated.

The case for increased focus on prevention of dropped objects will be presented with reference to Shell incident statistics from 2008 to 2010. Background and status of the Shell Prevention of Dropped Objects campaign will be shared.  An example of an animated (language free) video on a specific Dropped Object learning topic will be shown.

Offshore Lifting Operations Initiatives
Arnold de Groot, (OMHEC Chairman,) State Supervision of Mines
The Offshore Mechanical Handling Equipment Committee (OMHEC) is comprised of members from the United Kingdom, Norway, Denmark, and the Netherlands all of whom are involved with the safety of lifting equipment and lifting operations offshore. OMHEC’s objectives are to contribute to improved safety in offshore lifting operations and to be the    arena for harmonizing good practice in lifting operations offshore in the North Sea area. In this respect the exchange of information concerning accidents and incidents plays an important part in the work of OMHEC. OMHEC is also the adviser for the North Sea Offshore Authorities Forum (NSOAF) in matters related to lifting offshore, OMHEC’s guidance can be accepted by the regulatory authorities mentioned above as being good industry practice.

The North Sea Offshore Authorities Forum (NSOAF) Multinational Audit on Lifting and Lifting Operations
Svein Anders Eriksson, Petroleum Safety Authority Norway

A multinational audit on lifting equipment and lifting operations has been conducted by four of the regulatory bodies of NSOAF. The scope of work was to perform a systematic theme audits on duty holders/operators and drilling contractors, which are active in two or more NSOAF member sectors. The presentation will focus on safety challenges and areas for specific improvement as which come out from the audits. Attention will also be made to material handling concerns on new MODUs and to recent lifting incidents in the drilling area resulting in NSOAF Safety Bulletin no. 2010/1.

12.00-13.30       Luncheon & Open Exhibition - Lunch Sponsored by TechniData AG

13.30-15.00       Panel Discussion: “Third Party Personnel on Rigs – Who ‘Owns’ Them?”
Moderator: John Karish, Director SHE, Ensco plc.

Third party personnel are on all drilling rigs. Although provided by the operator, they work on the drilling contractor’s facility and under his SMS and EMS. Is their work controlled to the same level of oversight as drilling contractors’ personnel? Does the fact that third party man hours and incidents are not required to be reported in IADC’s ISP have any impact? These questions and more will be explored in this panel session.

Panelists:

                 - Gert-Jan Windhorst
, Mediator NMI, HSE/Manager, Noble Drilling (Netherlands) BV.
                 - George Galloway, Business Manager, Expro - Continental Europe

Setup of a Global Rig Auditing Task Force
Stefan Wirth, OMV E&P GmbH, Andrew Calderwood, ModuSpec Engineering (International) B.V.
A
n overview is given of the challenges arising out of a partnership as portrayed in the paper. Lessons learned from the past year will be described to give an insight into the challenges and benefits of the venture. A comparison between the OMV/ModuSpec collaboration and a purely internal auditing task force will help to visualize the major advantages for both company and auditing contractor.

Drilling Machinery - HAZOP for Improved Safety
Simon Brown, Robert Denham, Health & Safety Executive, Offshore Safety Division
Serious injuries have resulted from the deficient automation of drill floor machinery. A new HAZOP based approach to reduce the number of such incidents is developed by HSE/OSD in the UK. It draws from experience in investigating drill floor accidents and incidents on the UKCS. The paper outlines how such a HAZOP study might be implemented. It provides examples of how to robustly examine drilling machinery control system preventative safety software, and how the outcome of this study might be used generically with other drilling rigs.

16.30                Adjournment

Unassigned Papers of Note:
The following paper proposals will be included in the conference if a scheduled paper becomes unavailable. In addition, these presentations will be made available in the IADC conference proceedings, should the author so desire.

Safety Case, Bow-Tie Analyses and Workforce Involvement
John C. McK. Skeggs, Odfjell Drilling
Safety Cases are often seen as boring documents that sit on a shelf in the OIM's office, never to be read again. The new IADC format for HSE cases gives the opportunity, through, amongst other things, the use of Bow Tie analyses, for the workforce to actively participate in their development. Odfjell Drilling involved its workforce in developing the HSE Case for a new build rig and the presentation also explores the potential uses of Bow Tie analyses and their relevance for an operational unit.

One Step Closer to Zero Incidents by Optimizing Incident Management and Risk Assessment Processes
Bernd Freibott, TechniData AG
How to optimize information flows and risk assessments so as to create a safer working environment?  Obstacles in the information gathering process are identified for near misses, incidents, accidents or health-related aspects and investigate how they can be eliminated. It also flags up efficient ways of assessing health and safety risks and integrating managers and employees into the HSE process to improve behavioural safety. A case study of an oil and gas company provides practical examples of how to minimize risks in occupational health by getting the workforce involved and establishing an effective EH&S strategy.
