IADC Exemplary Service Awards
IADC Exemplary Service Awards recognize individuals notable for outstanding contributions to the drilling industry and to IADC. Recipients have, in the course of their career, repeatedly demonstrated their commitment to improving the drilling industry and advancing its safety, training, or technology.

James M. “Jim” Nicklos, President, Nicklos Drilling Company
Jim Nicklos has been an active supporter of the IADC since 1972 when he attended his first annual meeting in New Orleans at the age of 23. Most of the members were 40 years his Senior, and those members nominated him to join the Board of Directors in 1974 and to serve on various committees. Mr. Nicklos has served on the Executive Committee of the IADC; was Secretary/Treasurer; Vice President of the Texas Gulf Coast Region; Chairman of the “Drilling Contractor” Magazine and Chairman of the Houston Chapter. He also has served for several years on the IADC Drilling Onshore Conference planning committee. Jim earned his business Degree from the University of Colorado School of Business in Boulder in 1971 and began his career with Nicklos Drilling Company. After a merger with Adcor in 1992 and a sale to Nabors in 1996 he is currently the president of the third version of Nicklos Drilling Company. Mr. Nicklos is fourth generation in the oil and gas industry. He and his wife, Judy, reside in Houston.

William P. “Bill” Hedrick, Vice President Claims Management & Special Projects, Rowan Companies
Bill Hedrick has over 32 years of experience supporting contract oil and gas well drilling operations. His entire career has been with Rowan, starting as an offshore Roustabout. In addition to his day-to-day responsibilities, he has been active in a number of trade associations including API, OOC, and IADC. He formerly chaired the Gulf Safety Committee, the Security Subcommittee of which manages the U.S. Coast Guard’s GOM Area Maritime Security Committee and was a member of that committee and the Sabine Neches Maritime Security Committee. Bill also was Co-Chairman of the OOC’s Marine Safety and Security Subcommittee. He is a past Chairman of IADC’s HSE Committee. Bill also was a member of the U.S. Coast Guard’s National Offshore Safety Advisory Committee (NOSAC). Bill was one of the principal authors of API RP 70 and RP 70I as regards offshore security guidance and assisted the U.S. Coast Guard in developing Part’s 105 and 106 of the maritime security regulations.

Keynote Address: Stephen J. Bosworth, Vice President Worldwide Drilling, Anadarko Petroleum Corporation
Steve Bosworth is Vice President of Worldwide Drilling for Anadarko Petroleum Corporation. Anadarko is among the largest independent oil and natural gas exploration and production companies in the world, with 2.28 billion barrels of oil equivalent (BBOE) of proved reserves at year-end 2008. Anadarko's portfolio of assets encompasses premier positions in 10 major U.S. onshore natural gas resource plays. The company also is the largest independent deepwater producer in the GOM, and has production and/or exploration in Alaska, Algeria, Brazil, China, Indonesia, Mozambique and West Africa. Mr. Bosworth is a graduate of Texas A&I University, now known as Texas A&M Kingsville in 1978 with a BS degree in Natural Gas Engineering. Mr. Bosworth joined Champlin Petroleum in 1978 as an engineer and has continued his career in the drilling department through both the Union Pacific Resources and Anadarko mergers. Mr. Bosworth is a member of the IADC, AADE, and SPE.

An introduction of the first of The Land Rig Newsletter’s new research reports, the 2010 Outlook for U.S. Onshore Drilling Activity by Regional Markets, which uses statistical modeling methodology. The models are supported by the most extensive operator and contractor survey methods used in the oil and gas industry. The Land Rig Newsletter will use these tools to develop a 2010 U.S. onshore drilling forecast that promises to be the most comprehensive and detailed that the industry has seen.

 

 

Worldwide Offshore Rig Market Outlook: Tom Kellock, Head of Consulting & Research, ODS-Petrodata
With a considerable over-supply of jackups, a weakening midwater market and numerous operators offering sublets on their deepwater units, today the offshore rig market is in turmoil. This presentation identifies the key trends emerging in this sector as operators and contractors alike adjust to an environment where oil prices are fluctuating around a level only half that seen a mere eighteen months ago.

The Lies We've Been Told (or How Not to Transition to the Fuels of the Future): Lucian “Lou” Pugliaresi, President, Energy Policy Research Foundation (EPRINC)
An overview of recent research and policy assessments of the Energy Policy Research Foundation, Inc. (EPRINC) will be presented. The EPRINC, incorporated in 1944, is a not-for-profit organization that studies energy economics with special emphasis on oil. Mr. Pugliaresi will provide a critical assessment of the fundamental assumptions driving U.S. energy policy. Among the topics covered will be renewable fuels policy, cap and trade legislation, tax proposals for the domestic oil and gas industry, offshore leasing and the structural forces that brought the rapid rise and then fall in petroleum prices. He will examine policy strategies going forward for transitioning to the fuels of the future. The presentation is both unconventional and provocative and will challenge much of today's common wisdom on the operation of the world oil market.
Before becoming President, of EPRINC, Mr. Pugliaresi served in the federal government at the US Departments of Interior and Energy, Environmental Protection Agency, US Department of State, and as Director for International Economic Affairs and as Director of International Technology Affairs at the National Security Council in the White House between 1984 and 1987.

Featured Address: Walter D. Cruickshank, Ph.D., Deputy Director, Minerals Management Service 
Walter D. Cruickshank, Ph.D., was designated Deputy Director of the Minerals Management Service, April 2002. Mr. Cruickshank assists the MMS Director in the administration of programs that ensure the effective management of energy and mineral resources located on the nation’s outer continental shelf — including the environmentally safe exploration, development, and production of oil and natural gas — and the collection and distribution of revenues for minerals developed on federal and American Indian lands. Mr. Cruickshank previously served as Associate Director for Policy and Management Improvement for MMS since 1997. In that capacity he, provided leadership for advancement of the Presidents' Management Agenda; maintained a focus on high-priority issues; ensured that policy options were analyzed from a variety of perspectives; provided the Director with an administrative appeals process; provided coordination, guidance and expert advice; enabled MMS compliance with the Government Performance and Results Act; and conducted selective pilot projects. Mr. Cruickshank received a Bachelor of Arts in Geological Sciences from Cornell University and a Doctorate in Mineral Economics from The Pennsylvania State University.

The Industry has come a long way since its early days, when a “gusher” was a cause for celebration rather than alarm. 2010 will mark IADC’s 20th anniversary of bringing its series of well control conferences to the industry. In honor of that anniversary, Dr. Lee Hunt will take a look back at those storied days, and trace the evolution of responsible well control to the modern day and into the future.

 

 

IADC Environmental Policy Advisory Panel Update: Claus Hemmingsen, 2009 IADC Chairman; Chief Executive Officer, Maersk Drilling
The IADC Environmental Policy Advisory Panel will develop a benchmark template for annual offshore contractor reporting of air emissions, loss of containment and waste control. Prior to this benchmark system a survey was distributed amongst 90 offshore International contractors to ascertain current methods used for data collection and reporting. An update of this initiative will be presented.

David Russell, Executive Vice President, Drilling Operations, Rowan Companies
Rowan Companies, Inc. is a major provider of international and domestic contract drilling services. Rowan also owns and operates a manufacturing division that produces equipment for the drilling, mining and timber industries. The manufacturing division built the first jack-up drilling rig in 1955 and has designed or built more than 200 rigs since, including all 22 in Rowan’s fleet.
Mr. Russell started his career at Rowan as a college Roustabout in the summer of 1982 while attending the University of Texas. David became a full time employee in 1984. In January of 2006 he was named Executive Vice President of Rowan Companies. Mr. Russell is currently responsible for offshore and land drilling operations worldwide. David is a board member of IADC and OEC, a member of OOC, American Bureau of Shipping and NOIA.

Ed Jacob, CEO/President, Keen Energy Services, LLC
Keen Energy Services, LLC is engaged in contract drilling of oil and gas wells for exploration and production companies and is headquartered in Stillwater,Oklahoma. A leading drilling contractor in the Anadarko and Arkoma Basins of Oklahoma with a significant presence in the Barnett Shale of Texas and a growing presence in the Fayetteville Shale of Arkansas and Haynesville Shale of Texas/Louisiana.
Mr. Jacob joined
Keen Energy Services, LLC. as the company’s CEO and President in March 2009. Prior to joining Keen Energy Services, Mr. Jacob was Senior Vice President of Grey Wolf Inc. until it was acquired by Precision Drilling in December 2008. He attended Nichols State University and the Harvard Business School Advanced Management Program. Mr. Jacob has served as a Director of the IADC since 1989 and held the position of Vice President Land Division from 1998-2000. He served on the Executive Committee from 2004-2006 and has served on many IADC committees.

Kevin Robert, Sr. Vice President Marketing & Business Development, Pride International, Inc.
Pride International, Inc., headquartered in Houston, Texas, is one of the world's largest offshore drilling contractors, operating a fleet of 44 rigs, including two deepwater drillships, 12 semisubmersible rigs, 27 jackups and three managed deepwater rigs. The company also has four ultra-deepwater drillships under construction with expected deliveries in 2010 and 2011.
Kevin C. Robert was named Vice President, Marketing in March 2005 and became Senior Vice President, Marketing and Business Development in May 2006. Prior to joining Pride, Mr. Robert worked for Samsung Heavy Industries as the Vice President, EPIC Contracts. Prior to Samsung, Mr. Robert was Vice President, Marketing for Marine Drilling Companies, Inc.

Warren Weaver, Manager, Regulatory Compliance, Transocean
Warren Weaver joined Transocean in 1973 at the starting position of roustabout on a semi-submersible MODU operating in the US GOM. Until his assignment to Head Office in 1993, he worked in numerous positions on foreign resident assignments onboard MODUs. As Manager Regulatory Compliance Warren provides guidance for vessel certification, personnel licensing, and new or pending regulations to Transocean’s management for the company’s fleet of offshore drilling units. He also represents the company and its offshore rigs in regulatory matters involving USCG, Vanuatu, Marshall Islands, Liberia, Bahamas, Panama, American Bureau of Shipping, and Det Norske Veritas. Warren’s current industry memberships and work groups include: IADC - MODU Code & ILO work groups, USCG National Offshore Safety Advisory Committee, Det Norske Veritas rig owners committee - Vanuatu’s International Maritime Organization technical adviser on MODU Code. 

Jim Gormanson, Director of Compliance, Noble Drilling Services Inc.
Jim Gormanson is Director of Compliance for Noble Drilling Services Inc. He is responsible for Regulatory Compliance issues related to the worldwide operation of 63 Mobile Offshore Drilling Units owned by Noble Corporation and its subsidiaries. Prior to joining Noble Corporation, Jim served for 22 years in the U.S. Coast Guard, from which he retired with the rank of Commander. He has a Masters of Science in Chemical Engineering from the University of Maryland and a Bachelors of Science in Marine Science from the U.S. Coast Guard Academy. He is a Professional Engineer in District of Columbia and is a Member of the ABS Special Committee on MODUs and the DNV Rig Owners’ Committee

 

Featured Speaker:  Øivind Reinertsen, President, Statoil
Øivind Reinertsen moved to Texas in the fall of 2005 to open Statoil’s new office in Houston. After the merger in October 2007, Mr. Reinertsen was named President of StatoilHydro USA and Mexico region. Mr. Reinertsen has a long career with StatoilHydro and has been involved in developing large projects off the coast of Norway in addition to being responsible for the operation of Sleipner and Gulfaks fields. He also worked offshore as platform manager for the Sleipner field. He comes to Houston from his latest position as Senior Vice President with responsibility for all operations and activities in the Tampen area, one of the main areas of production for StatoilHydro on the Norwegian Continental Shelf. In addition, he previously managed the Statoil office in the Netherlands. Mr. Reinertsen is a Petroleum Engineering graduate from the Rogaland Regional College (University of Stavanger) in 1976.

Non-Productive Time, How Does the Drilling Industry Compare to Other Industries? Frank Springett, Senior Research & Development Engineer, National Oilwell Varco

The drilling industry share many similar challenges with other industries such as management of NPT and reduction of flat time. The shipping, manufacturing, and automobile industries are a few examples of industries addressing NPT with equipment design, process and culture. Mr. Springett will discuss how those industries compare regarding equipment design and maintenance of complex equipment, process and planning and the social and cultural context with a wholistic operational perspective.
Mr. Springett is a product innovator. He holds 11 industry-related issued patents with 10 more pending. Currently he is involved in corporate new product development at National Oilwell Varco. With his degrees in Mechanical Engineering and Marine Engineering from the California Maritime Academy, early in his career, he gained hands-on experience sailing on oil tankers. He recently completed his Masters in Technology Commercialization from the University of Texas at Austin.

The FCPA: Coping with Heightened Enforcement Risk: Lucinda A. Low, Partner, Steptoe & Johnson LLP

A review of recent enforcement of the U.S. Foreign Corrupt Practices Act ("FCPA") will be presented. The presentation will trace the recent expansion of FCPA enforcement, in particular since the Kay case, to the day-to-day operational activities of multinational companies and expected enforcement trends going forward. These include the enforcement authorities' view of the facilitating payments exception, targeting of individuals for enforcement and recent convictions (including a conviction based on willful blindness), trends in international cooperation, and others. In addition, the compliance implications of these trends will be discussed for parent company personnel, including the responsibilities of senior management, boards of directors, and compliance personnel for the activities of foreign subsidiaries.

Lucinda A. Low is a partner in the Washington, DC office of Steptoe & Johnson LLP, where she is a member of the International Department and serves on the firm's Executive Committee. A widely recognized authority in the US Foreign Corrupt Practices Act, Ms. Low assists US and foreign companies with compliance with international business laws and regulations and represents investors in a broad array of investment disputes with commercial partners and host governments.
