IADC Well Control Committee Meeting

Bob Burnett (Committee Chairman) opened the meeting by thanking Marathon Oil for sponsoring the meeting location and lunch.  Dave McCutcheon of Marathon also welcomed those present and provided the building safety briefing and instructions for lunch and parking. 

 

Steve Kropla of IADC distributed the minutes of the 19 October 2001 meeting.  The minutes were approved as written.

 

Mr. Burnett reviewed the presentations made at the previous afternoon’s Well Control Trainers Roundtable.  He asked for suggestions for the next Roundtable.

 

Suggested topics included deepwater case histories and lessons learned, dual-density deepwater well control, and a study on the causes of blowouts in the Gulf of Mexico.

 

The date and location of the next meeting was discussed.  It was planned for the Lafayette area, tentatively for 22 May for the roundtable and 23 May for the committee meeting.  (These were later changed to 23 and 24 May, respectively.)

 

The group took a short break.

 

Gary Nance of Randy Smith Drilling Solutions discussed the final draft of the revised subsea drilling curriculum that included deepwater topics.  He pointed out the deepwater topic items that had been added.  He said the workgroup that had developed the curriculum didn't feel a separate certification for deepwater was needed, so these topics were integrated into the existing curriculum.  There was some discussion of dual-density testing, but it was determined that it was too early to incorporate into WellCAP at this point.  A poll of the group indicated that all present were currently including the deepwater topics in their subsea curriculum. There was discussion on the amount of time required to include the additional topics.  The consensus of the group was that the minimum for subsea instruction should be raised from three hours to five hours.  There was discussion on whether to approve the revised curriculum.  Bill Hedrick of Rowan motioned to approve the curriculum, with an additional two hours required for minimum instruction time.  Mr. Nance seconded.  All approved.  Dado Matkins of Transocean Sedco Forex asked when the requirement would take effect.  Mr. Kropla said it would take a few weeks to complete the new documents and that a bulletin announcing the revised curriculum would be issued to all schools and interested parties.  Under WellCAP procedures, schools that did not already include the topics in their instruction would be required to add them within six months once the bulletin was issued.

 

The group took a short break.

 

Bob Burnett discussed the introductory level of WellCAP and outlined some of the issues that had been identified in some inquiries by operators and contractors.  These included no minimum time requirement, simulator exercises are optional, and IADC guidelines are silent on retraining requirements.  Mr. Kropla said that IADC had received numerous inquiries from operators, contractors and schools concerning the introductory level instruction.  He explained that except for the time and simulator issues, the introductory level was not separated from existing WellCAP requirements when the program was developed.  Though there were some ambiguities in WellCAP procedures, the implication of this was that an introductory level course would need to have the same two-year retraining cycle and instructor qualifications as required for the fundamental and supervisory levels. There was some discussion over whether this was appropriate at the introductory level, given the way floorhand training was treated in MMS regulations.  There was some discussion over whether retraining should be required every two years, if at all, or whether a longer retraining period would be appropriate. 

 

Mr. Kropla said he felt the way MMS specified floorhand training might be analogous to the procedures used in IADC’s Rig Pass program.  He said Rig Pass had been developed to provide a high degree of flexibility in how the instruction could be delivered to rig employees, whether in a classroom, at the worksite, or via a computer-based training (CBT) program.  He said the group might consider separating the introductory level from the fundamental and supervisory levels and studying using a Rig Pass-type approach at the introductory level.

 

Mr. Burnett asked if any of those present would be willing to participate in a workgroup to revisit the curriculum and delivery requirements for the introductory level.  Volunteers for the workgroup were Bill Hedrick of Rowan, Jeff Campbell of Shell, Richard Grayson of Nabors Offshore, Hal Kendall of Noble, Dado Matkins of Transocean Sedco Forex, Benny Mason of Unocal, Ed Scott of BP and Dave McCutcheon of Marathon.  It was agreed the group would meet after lunch and hold follow-up meetings as necessary so a draft of the revised guidelines could be presented at the May meeting.

 

Mr. Kropla reviewed the nominations of the WellCAP Review Panel to be submitted to the IADC Executive Committee in Dallas at IADC’s Directors and General Membership meeting.  The nominations included the existing panel, consisting of Benny Mason of Unocal and Olurotimi Ashley-Dejo of ChevronTexaco as operator members; Ted Triche of Diamond Offshore, Bob Burnett of GlobalSantaFe, and Tom Keeton of Transocean Sedco Forex (alternate) as contractor members; and Jerome Schubert of Texas A&M as the university faculty member.  Mr. Kropla noted there was a vacancy on the panel for an alternate operator member due to the resignation of Curtis Weddle.  Mr. Kropla asked if anyone in the group could nominate a replacement.  Mr. Campbell said he would be willing to serve on the panel.  The committee approved the nomination of the existing panel members with the addition of Mr. Campbell.

 

Jim Metcalf of Newfield Exploration discussed the proposed “WellCAP Plus” program he had presented to the committee in October 2001.  He reviewed material from the committee’s advanced training subcommittee report of 27 June 2000.  There was some discussion on the need for this type of curriculum. The training schools represented said they felt the demand would be small.  Mr. Hedrick said it might be needed, but that it would probably be best to wait until after operators and contractors had implemented their new Subpart O training plans.  The consensus of the group was that this matter should be postponed at this time but be reconsidered after October.  

 

Mr. Kropla briefly mentioned some other committee matters: IADC had been approached about the possibility of “retroactively” issuing WellCAP certificates to workers that had recently completed MMS classes.  He said IADC had determined this would be unnecessary because all operators contacted by IADC planned to “grandfather” existing valid MMS certificates as part of their Subpart O compliance plans.

 

He also mentioned that IADC had also begun issuing individual “approved instructor” certificates to all instructors previously approved to teach WellCAP courses

 

Mr. McCutcheon again explained the lunch procedures and directions to the Marathon cafeteria.  Mr. Burnett said those members of the Introductory Level workgroup who could stay should attend a meeting of the group following lunch.  He adjourned the meeting at approximately noon.
