IADC Training Committee Meeting

Larry
Andrews opened the meeting at 9 a.m. He
thanked Martin International for hosting the meeting space and lunch at the
hotel. Mr. Andrews said that
vice-chairman Bill Hedrick would not be able to attend the meeting.
Mr.
Andrews asked that those present introduce themselves around the table.
Mr.
Andrews said the next committee meeting would be co-hosted Noble & Rowan at
Rowan’s offices on April 10 & 11 (this was later changed to April 16 &
17). He said he would discuss the
format for April later in the meeting.
The group
reviewed the minutes of the October 9, 2001 meeting at Weatherford. Richard Grayson motioned to accept the
minutes as published, Danielle Dillon seconded. All voted in favor.
Steve Kropla gave a presentation on competency issues currently confronting the industry. Examples included proposed US Coast Guard regulations for demonstrating the proficiency of medical personnel and HSE guidelines proposed by IADC’s Underbalanced Operations Committee. Internal issues for contractors included career paths, minimum standards, and succession planning. External issues included some programs proposed by individual operators which would require contractors to measure and demonstrate employee competency.
Toby Kershaw said he felt that land contractors are under pressure from the majors, and that he would like to see a competency matrix for job positions. Mr. Andrews said could be competitive advantage, there was some questions as to whether contractors would be willing to share information to deliver template that could be used to evaluate plans for accreditation. Discussion. Mr. Viviano stated the issue for Ensco was the qualification and training of assessors. Mr. Grayson said he would like to see an IADC recommended training matrix based on the KSAs. He suggested it would be a good goal for the committee, but it would be important to avoid multiple levels of assessment and verification. Steve Brunswick said he viewed competency as the next level of training.
Mr. Andrews suggested the agenda for the April meeting include discussion on a template that could be used as a framework for developing or measuring competency programs, using the KSAs as a starting point.
The group
took a short break.
Following
the break, Tom Clarke of Transocean Sedco Forex gave a presentation on
“Competency: Measuring Training Effectiveness,” a preview of a presentation to
be given at HSE conference and Director’s meeting in Dallas. He stressed that
one of the problems is that currently there exists no common agreement on
terminology or guidelines, or how to determine the outcome of a training
program.
Mr.
Andrews noted that the ISM/STCW group has not met since before the October
committee meeting and therefore had nothing to report. The group’s next meeting is scheduled for
January 15.
Mr.
Kropla provided an update on Subpart O, announcing that MMS had withdrawn the
proposed rule they were about to publish.
The rule would have effectively returned MMS to their role of approving
well control schools. Key personnel at
MMS had told IADC the proposed rule was squelched at the upper levels of the
Department of the Interior. Mr. Kropla
noted that MMS had also issued an NTL to clarify the validity of MMS
certificates and their stance on “hands-on” training as related to alternative
training methods. He added that the NTL
was posted in the Well Control Committee section of the IADC web site.
Mr.
Andrews discussed the format of the next meeting, which would take place over
two days combined with the IADCHSE Committee.
Marla Doolin volunteered for the Lafayette Hilton to sponsor a future
committee meeting, perhaps in July.
Wrapping
up, Mr. Andrews said the committee needs a major project on which to focus its
efforts. Tom Clarke suggested the group
use feedback from the HSE conference and the Director’s Meeting to make a go/no
go decision at the April meeting on whether to proceed with a competency matrix
or other competency-related program.
Mr.
Grayson suggested that everyone come to the April meeting suggest a potential
project/activity for the committee to work on.
Mr.
Kershaw motioned for adjournment, Mr. Clarke seconded. The meeting was adjourned for lunch
approximately 11:30 a.m.
