Larry
Andrews of Noble (Committee chairman) opened the meeting at approximately 9
a.m.
Victor
Fleming handed out a policy letter that had been issued by the Coast Guard
regarding Lifeboatmen training, and a copy of e-mail explaining requirements of
policy letter.
The group
reviewed the minutes of the 8 January meeting.
Victor Fleming of Rowan moved they be approved. Dave Murdock of Noble seconded the motion. The minutes were approved.
Mr
Andrews announced the next meeting would be on 16-17 July in Lafayette, LA, at
the Lafayette Hilton. It will be
another joint meeting with the HSE Committee.
Mr.
Murdock provided a report on the ISM/STCW subcommittee. He announced that the subcommittee chairman
had not been able to attend the prior day’s meeting. Mr. Murdock stated that he had assumed the position of
vice-chairman of the subcommittee. He
discussed Lifeboat competency requirements mandated by USCG – he noted that the
eight launches required could take up to four years to achieve.
Mr.
Murdock also reported that the ISM code has been rewritten, with three new
chapters to go into effect 1 July 2002. He stated that Brazil has contracted
with DNV to do a gap analysis of the ISM code and the 37-page ANP proposal.
The group
held a discussion on the Lifeboatmen issue raised in Mr. Fleming’s handouts and
Mr. Murdock’s report. Alan Spackman of
IADC said underlying problem is that USCG is applying STCW to vessels that are
outside the convention. IADC has
pointed this out previously, to no avail.
Possible solutions include petitioning to put this into USCG regulations
through the normal process.
Mr.
Spackman said that the primary contact on this issue would be the captain in
charge of Gulf of Mexico Operations Center at Coast Guard Headquarters. He suggested the committee draft a pro-forma
letter, which each company could send to the Coast Guard to express their
opinion on the matter.
Mr.
Murdock and Mr. Fleming agreed to work with IADC staff on drafting the
letter. The goal was to have the letter
distributed so companies can send to the appropriate authority by the end of
month.
Mr.
Andrews mentioned that the conference planning committee for next year’s
Health, Safety, and Environment & Training (HSET) conference will meet on
12 June at the IADC office in Houston.
There was
a discussion of the IADC Underbalanced Operations Committee’s HSE
guidelines. The draft document has been
posted on the UBO Committee’s web site for some time. Copies of the document were distributed to those present. After reviewing the document, the group
expressed some concerns regarding the section on competency. There was some feeling that parallel effort
by the UBO Committee to develop competency guidelines could possibly conflict
with efforts to be undertaken by the Training Committee. Mr. Andrews said the group’s concerns would
be expressed to the UBO Committee at its next meeting on 9 May.
Mr.
Andrews opened a discussion of the competency issue. He noted that at the January meeting, the committee had discussed
the possibility of developing an industry-wide plan or competency matrix. At that time, committee members had been
invited to bring examples of work they had done to develop competency-based
programs for further discussion.
Mr.
Andrews noted that no operators and only three contractors – H&P, Rowan and
Noble – were present. He felt this was
insufficient representation to move forward with the issue, and suggested it be
deferred for discussion at a future meeting when more contractors might be
present.
Cherry
Young of TEEX said that if checking Lifeboatman competencies on board, an
assessor designated by the Coast Guard must do this. To qualify for Coast Guard approval, a prospective assessor must
provide license documents, a résumé or CV showing practical experience, and
show evidence of having completed a 40-hour STCW Train-the-Trainer program.
The group
discussed the current status of the MMS Subpart O regulations. Mr. Kropla said the first operator meeting
to discuss implementation plans would be ChevronTexaco. The company has scheduled two meetings for
30 April in New Orleans. A morning
meeting will be held to discuss Subpart O with their own employees, with the
afternoon meeting for their contractors.
Ms. Young
motioned for adjournment, Mr. Fleming seconded. The meeting was adjourned at
approximately 10:50 a.m. Most of those
present then rejoined the HSE Committee meeting, which in progress in the
adjacent room.
